البيان الختامي والتوصيات للمؤتمر الدولي         

دور الوسطية في مواجهة الإرهاب وتحقيق الاستقرار والسلم العالمي

والذي عقد خلال الفترة 14-16/04/2018م

جمهورية المالديف

1. في إطار التعاون بين المنتدى العالمي للوسطية ووزارة الشؤون الإسلامية في المالديف وتحقيقاً للأهداف المشتركة والأهداف التي أنشئ من أجلها وهي بيان حقيقة الإسلام القائمة على الوسطية والاعتدال والرحمة يأتي تنظيم هذا المؤتمر الدولي في الفترة من 14-16/04/2018م في المالديف الذي اهتم ببيان الوسطية ودورها في مواجهة الارهاب وتحقيق الاستقرار والسلم العالمي كما حرص على إبراز خطر التطرف والعنف والإرهاب الذي يستنزف طاقات وإمكانات العالم الإسلامي واظهار حقيقة الإسلام وعدله ورحمته في التعامل مع جميع مكونات الأمة على اختلاف أديانها ومذاهبها احتراماً لكرامة الإنسان وذاته، انتهى الى اعتماد التوصيات الآتية:

1. يؤكد المؤتمرون على أن الغلو والتطرف والارهاب كل ذلك يشكل تهديداً مستمراً  للسلم والأمن والاستقرار لجميع البلدان والشعوب، ويجب إدانتهما والتصدي لهما بصورة شاملة، من خلال اعتماد إستراتيجية شاملة وفاعلة وموحدة وبجهد دولي منظم بحيث يشرف عليها مجلس حكماء يتم تعيينه على مستوى العالم الإسلامي.

The conferees confirm that extremism and terrorism constitute a continuing threat to security, stability and peace of all countries and therefore, both should be condemned and responded in a comprehensive manner, through the adoption of a comprehensive, effective and unified strategy and with organized global effort to be supervised by a committee of judges constituted by the Islamic world.

1. يتفق المؤتمرون على أن الإرهاب ينتهك تمتع الفرد بالحقوق الأساسية للإنسان. فالتطرف ليس له دين معين أو جنس أو جنسية أو منطقة جغرافية محددة، وينبغي التأكيد على أن أي محاولة لربط التطرف والعنف والإرهاب بأي دين ستساعد في حقيقة الأمر الإرهابيين للوصول الى أهدافهم المشبوهة.

The conferees agree on the fact that terrorism violates the enjoyment of fundamental human rights. And that extremism has no particular religion, race, nationality or a specific geographic region, and it should be clear and definite that any attempt to link extremism, violence and terrorism to any religion will only help terrorists achieving their vague goals.

and THE WEEK OF HARMONY BETWEEN RELIGIONS.

1. يوصي المؤتمر الحكومات العربية والإسلامية الاهتمام بالشباب وبالشرائح الفقيرة والمهمشة والعمل على تطبيق فاعل لفريضة الزكاة الركن الثالث في الاسلام، من خلال سياسة وطنية للتشغيل والتأهيل والتكوين المستمر، ومحاربة الأمية والفقر والجهل، ونشر القيم والأخلاق الفاضلة تحصينا ضد الغلو والتطرف والارهاب.

The Conference recommends the Arab and Islamic governments to pay more attention to youth and the marginalized poor community and to work on an active and effective application of Zakat - third pillar of Islam - through a national policy for the employment and rehabilitation consistently and to fight against illiteracy, poverty and ignorance, and to spread values and moralities immunized against extremism and terrorism.

1. يوصي المؤتمر المؤسسات التربوية التعليمية في الأقطار الإسلامية بتضمين المفاهيم التعليمية الخاصة لمحاربة الارهاب في المناهج؛ وتدريس التربية الإسلامية، وترسيخ الانتماء الوطني لدى الناشئة من الطفولة المبكرة، ونشر ثقافة الوسطية والاعتدال والحوار وأدب الاختلاف وقبول الآخر، وتصحيح مفاهيم الطلاب في قضايا التكفير والجهاد والولاء والبراء، وبيان حقوق وواجبات الولاة والعلماء، والرد على الأفكار المنحرفة التي تثيرها الفئات الضالة، وذلك من خلال المناهج الدراسية والأنشطة اللاصفية.

The conference recommends the educational institutions in Islamic countries to include concepts to fight terrorism in their curriculum/syllabus; and the teaching of Islamic Education, and the affection to nationalism among the new generation from its early childhood and the dissemination of moderation, dialogue, literature of differences and acceptance of others and to correct student’s concepts in the matter of apostasy, Jihad and loyalty issues and disavowal and the true rights and duties of governors and scholars and to reject and respond to deviant ideas raised by stray groups, all that through the curriculum and extracurricular activities.

1. أبدى المؤتمرون أسفاً قلقاً عميقاً إزاء تنامي التعصب والاضطهاد ضد المسلمين؛ ومما يؤدي إلى تصاعد حدة الإسلام فوبيا، مما يشكل انتهاكا لحقوق الإنسان الخاصة بالمسلمين وكرامتهم، مما يولد إرهاباً مضاداً، الأمر الذي يفرض على وسائل الإعلام والاتصال المعاصرة والسادة السفراء الأجانب في العالم العربي والاسلامي وسفراء الدول العربية والاسلامية في الخارج بذل الجهود الحقيقة للتوعية بضرورة عدم الخلط بين الإرهاب والدين وبين هؤلاء الارهابين والاسلام كدينً.

The conferees expressed their regrets and were concerned about the growing intolerance and persecution against Muslims; which leads to the escalation of Islamophobia, which constitutes a violation of the fundamental human rights of Muslims and their dignity, which generates terrorism counter and forces the contemporary media, communication tools and foreign ambassadors in the Arab and Muslim countries and ambassadors of Arab and Islamic countries abroad, to make true efforts to raise awareness of the truth that it should not be mixed and confused terrorism with religion and terrorists with Islam.

9.يناشد المؤتمر وسائل الإعلام العالمية التعرف على حقيقة الإسلام باعتباره ديناً سماوياً عالميا تسوده قيم الرحمة والمحبة والسلام والعدالة والحرية والتسامح والتعايش المشترك مع الآخر، وتجنب التشويه المتعمد لصورة الإسلام، ورفض الإساءة إلى دين الإسلام ونبيه - صلى الله عليه وسلم-.

The Conference appeals to the global media to identify the true nature of Islam as a world religion heavenly dominated by compassion, love, peace, justice, freedom, tolerance and coexistence with others and to avoid deliberate distortion of the image of Islam and to refuse offending Islam and the Prophet - peace be upon him.

10.يؤكد المؤتمر أن الإرهاب يشمل إرهاب الأفراد والجماعات والدول منوهاً أن المقاومة المشروعة للاحتلال والغزو الأجنبي بالوسائل المشروعة لاتدخل في مسمى الإرهاب.

The Conference assures that terrorism includes individuals, groups and nations noting that the legitimate resistance to foreign occupations and invasions through lawful means is not included in the meaning of terrorism.

11.يؤكد المؤتمرون أنه لا بد من البحث بشكل عميق في الأسباب الفكرية والثقافية والاجتماعية والسياسية والاقتصادية لأسباب العنف والتطرف والإرهاب من أجل معالجتها، كي لا يقتصر الأمر على الإدانة أو الحديث عن الآثار والنتائج فحسب.

The conferees vouch that one must look deeply in the intellectual, cultural, social, political and economic causes of violence, extremism and terrorism in order to address them, so it's not limited or confined to the condemnation or just talks about the effects and results.

12.يوصي المؤتمرون بدعم جهود الإصلاح الوطني المبذولة من قبل البلدان كافة بهدف توسيع المشاركة السياسية والتعددية، وتحقيق التنمية المستدامة، والتوصل إلى توازن اجتماعي وتعزيز دور منظمات المجتمع المدني؛ بغية التصدي للظروف التي تعزز العنف والتطرف والارهاب.

The conferees recommend and support the national reform efforts by all the countries to expand political participation and pluralism, and achieving sustainable development, and to find a social balance and strengthen the role of civil society organizations; to address the conditions/situations that promote violence, extremism and terrorism.

13.يدعو المؤتمر المؤسسات الدينية الإسلامية لتفعيل دورها، في محاربة الغلو والتطرف والإرهاب والعمل على إبراز صورة الإسلام السمحة التي يدعو الى المحبة والتعايش المشترك وضرورة تحييد هذه المؤسسات ودور الإفتاء عن التوظيف السياسي والصراعات السياسية لتكون أداة جامعة للأمة.

The Conference vows all the Islamic religious institutions to activate its role to fight against extremism and terrorism and work to raise the profile of the tolerant Islam that calls for love and coexistence and the need to neutralize these institutions and the role of fatwa to the political placement and conflicts, to be the universal tool for the Muslim Ummah.

14.يؤكد المؤتمر على دور الأسرة المسلمة ومسؤولية المرأة بالذات في تربية الأبناء والقيام بدورها في تربية الأبناء على ثقافة الحوار وقبول الآخر، وتوجيههم وتحذيرهم من رفقة السوء، ويناشد المؤتمر الدول الإسلامية اتخاذ ما يلزم من إجراءات فنية لحماية الأجيال مما تنشره وسائل الإتصال المعاصرة.

The conference vouches on the role of Muslim family and responsibility of women in particular family to do their part in the education of their children to the culture of the other and to accept dialogue, guiding them and warn them of bad company, and the Conference appeals to the Islamic States to take the necessary technical measures to protect the generations from whatever negatively published by means of modern communication.

15. دعوة القمة العربية المنعقدة في الرياض الى بذل أقصى جهد لحل كافة المشكلات وإطفاء النيران التي تشتعل في العالم الإسلامي ورفع غصن الزيتون في كافة أرجاء العالم الإسلامي

Calling on the arab summit held in Riyadh to exert utmost efforts, to resolve all problems and issues in Islamic world and raising the olive branch all over muslim countries and entities.

16.يوصي المؤتمرون بعقد لقاءات تنسيقية بين كافة الجهات المتخصصة في الأمة الإسلامية، لوضع خطط عملية تتصدى للفكر المنحرف وتكوين وفود من العلماء والمتخصصين لزيارة البلدان المتضررة من الإرهاب، ومقابلة مسؤوليها، وشرح الرؤية الإسلامية حول علاج هذه الظاهرة مع أهمية التعاون مع الجامعات الإسلامية ومراكز البحوث من أجل ضبط المفاهيم الملتبسة وتفكيكها لاقناع الشباب وفق تأصيل شرعي مقنع .

The conferees appeal to hold coordination meetings among all the concerned authorities in Islamic nations, to develop a process to address the deviant ideology and composition of delegations of religious scholars and specialists to visit countries affected by terrorism, hold meetings with officials, and explain the Islamic vision about the treatment of this phenomenon with the importance of cooperation with the Islamic universities and research centers In order to adjust the ambiguous concepts and disassemble it to convince young people accordingto the roots of Islamicly legitimatized shield.

17.يدعو المؤتمرون المؤسسات الإعلامية العربية والاسلامية إلى مواجهة انتشار المنابر الإعلامية المحلية والإقليمية التي  تبث رسائل تحض على التطرف والكراهية وتسيئ إلى وسطية الإسلام وتقديم بدائل على مستوى عالمي لمخاطبة العقل الانساني وخاصة الغربي والآسيوي، والإفريقي لحقيقة الإسلام.

The confereesappeal to all the Islamic and Arab journalism institutions to tackle the spread of local and regional media outlets that broadcast messages inciting extremism and hatred and harm to the real moderation of Islam and to provide alternatives on a global level to address the human mind specially the western, the Asian and the African about the truth of Islam.

18.يوصي المؤتمر بإدانة الاعتداءات الإرهابية التي تقوم بها سلطات الاحتلال الصهيونية  في الأراضي الفلسطينية عامة، وبخاصة في القدس الشريف، والتي تستهدف الإنسان الفلسطيني المسلم والمسيحي على حد سواء، كما تستهدف المساجد والكنائس وخاصة المسجد الأقصى الذي بارك الله حوله، ويناشد المجتمعون المجتمع الدولي التدخل بفاعلية ومسؤولية لوضع حد لهذه الاعتداءات الآثمة وإحالة مرتكبيها إلى محكمتي العدل والجنايات الدوليتين باعتبار ذلك سبباً هاماً من أسباب إشعال المنطقة وإذكاء التطرف فيها.

The conference recommends to condemn the terrorist attacks carried out by the Zionist occupation forces in the Palestinian territories, especially in Jerusalem which targets the Palestinian human Muslim and Christian alike, as it also targets mosques, churches and particularly the Aqsa Mosque, which God bless it, and appeals to the participants of the international community to intervene effectively andresponsively to put an end to these attacks and to bring the evil perpetrators to justice through the International Courts, Criminal and Justice, as the most important cause for troubling the region and giving raise to extremism.

19.يؤكد المؤتمر على ان الاسلام يقر بالتعددية والتنوع والاختلاف بين بني البشر وهذا من سنن الكون ويدعو الى التعاون والتعايش بين الأمم وقبول الآخر، ويؤكد المؤتمرون على أنَّ المسلمين والمسيحيين في الشرقِ هم إخوةٌ، ينتمون معًا إلى حضارةٍ واحدةٍ وأمةٍ إيمانيةٍ واحدةٍ.

The Conference persists that Islam recognizes pluralism, diversity and differences among human beings and that is the practice in the universe and calls for cooperation and coexistence among nations and acceptance of others, and the conferees confirm that the Muslims and Christians in the East are brothers, they belong together into one civilization and one nation of faith.

20.يؤكد المؤتمر ان من واجب الدول والحكومات والانظمة العمل على دعم المؤسسات الفكرية والثقافية التي تنشر منهج الوسطية في العالم دعماً معنوياً ومادياً للاستمرار في أداء رسالتها وضرورة تحييد عمل هذه المؤسسات عن الصراعات السياسية والحزبية لتكون أداة جمع أبناء الأمة.

The conference persists that it is the duty of states, governments and regimes to work and support the intellectual and cultural institutions that publish moderate approach to the world, morally and materially to be consistent in fulfilling their mission and the need to neutralize the work of these institutions from political and factious conflicts to be a tool for uniting the generation of this Ummah.

21.يوصي المؤتمر المنظمات الدولية المعنية بمكافحة الإرهاب على صوره المختلفة وإشكاله التعامل بموازين عادلة مع كافة القضايا الدولية وتجنب التعامل بمعايير مزدوجة مع المسلمين وقضاياهم العادلة والتصدي للإرهاب بجميع صوره وأشكاله ضد المدنيين العزل، واتخاذ التدابير اللازمة ضد الدول والجماعات والأفراد المتورطة في إمداد الجماعات الإرهابية مادياً ومعنوياً.

The conference appeals to the international organizations concerned with combating terrorism on different forms to deal in a fair balanced manner in all the international issues and avoid double standards with Muslims and their fair cases and to respond to terrorism in all its forms and manifestations against unarmed civilians and to take the necessary measures against countries, groups and individuals involved in supporting, materially and morally, terrorist groups.

22. إنشاء وحدة لتدريب العاملين في هذا المجال حتى تكون الجهود علمية منضبطة ويستحسن التعاون مع مركز الحوار الدولي في فينا، واقتراح عقد اجتماع دوري تقوم به منظمة التعاون لمتابعة الجهود المبذولة في الوسطية ومحاربة الإرهاب.

To establish a unit specially for the purpose of training workers in this area so as the efforts to be disciplined and it is advisable to cooperate with the International Dialogue Center in Vienna, and a proposal in holding a regular meeting by Cooperation Organization to pursue the efforts in moderation and combating terrorism.

23.يدعو المؤتمر ان تصدر الأمم المتحدة تشريعاً ملزماً يُجرم ازدراء الأديان والأنبياء والرسل والكتب المقدسة لما في ذلك من آثار إيجابية في وقف ثقافة الكراهية والعنف وتحسين العلاقات بين الشعوب والأمم.

The conference appeals to the United Nations to produce binding legislation to criminalize defamation of religions, the prophets, apostles of the prophets and all holy books, because of the positive effects in stopping the culture of hatred and violence and improve relations between peoples and nations.

24.ختاماً يتقدم المنتدى العالمي للوسطية بالشكر الجزيل الى جميع المشاركين في المؤتمر والى جميع الجهات الراعية والداعمة لأعمال المنتدى كافة وجميع سائل الإعلام والى كل الافراد والمؤسسات التي ساهمت بإنجاح هذه التظاهرة الفكرية.

Finally, the International Moderation Forum advances it’s thanks to all the participants in the conference and to all the sponsors and supporters of the efforts and works of the Forum, to all the media and to all individuals and institutions that have contributed to the success of this intellectual manifest.
